Certificates distributed to participants of the Training on Democracy, Electoral System, and Electoral Rights (July 13, 2013)

A programme was organized at Election Commission today to distribute certificates to the participants of the three week training programme jointly organized by Kathmandu University School of Law (KUSL) and Election Commission (EC) on March 2-20, 2015 on "Democracy, Electoral System, and Electoral Rights."

The training programme was organized in the background of a Memorandum of Understanding signed between the Election Commission and the Kathmandu University to jointly work on electoral education, training, and capacity building as well as electoral law reform and research towards undertaking mutually desirable activities.

This unique mélange will be implemented through a range of arrangements in the future and is aimed towards collaborative work whenever it is feasible.

Distributing certificates to 26 trainees, Chief Guest of the programme, Hon'ble Dolakh Bahadur Gurung, the Chief Election Commissioner ad interim, said the Election Commission encourages electoral studies and research in Nepal to meet the emerging national requirements. Emphasizing his personal commitment in this regard, he said the quality of such training should also be maintained.

The objective of the three week training programme conducted early this year was to convey the concept of elections and election law, and an understanding on how to convert basic electoral rights into electoral systems, including the system of representation and all the operational issues which form elements of the electoral system. In particular, the understanding of the role the international standards on one hand and the special needs of a country on the other is important.

A team of resource persons that was made up of the KUSL Faculty, Bishal Khanal, EC Commissioner Ila Sharma, Professor Nils A Butenschøn of the University of Oslo, and Electoral Expert Kåre Vollan, facilitated the training programme.

The programme was organized at Election Commission and was participated in by Commissioner Ila Sharma, Expert Kare Vollan, EC official Surya Prasad Aryal and Law Dean Dr Bipin Adhikari.
